Allows inspection and copying of investigative records for law enforcement officers on public concern matters, while maintaining existing protections that prevent information about investigations from being included in publicly available personnel files until the investigation is complete.

Preserves the balance between officer due process rights during investigations and disciplinary proceedings with the public's right to access records related to officer conduct on matters of public interest.
