State Board of Education must select a public or private entity by September 15, 2012 to conduct a comprehensive study of Arizona Revised Statutes relating to public education.

Selected entity must review all statutes, develop a classification system, and create a comprehensive index identifying which statutes apply to or relate to public education.

Entity must analyze indexed statutes to determine if they create barriers to effective school management, financial practices, or the adoption of e-learning technology and individualized student-paced education.

Entity must submit a report by June 30, 2013 to the legislature and governor with specific recommendations to amend, repeal, or enact statutes to facilitate e-learning implementation in schools.

State Board of Education may distribute up to $4 million to the selected entity to conduct the study if sufficient funds are appropriated.
