Establishes an office of minister of education under the state board of education that must be staffed with a hired minister of education.

Tasks the office with providing leadership on e-learning adoption in Arizona's public education system and delivering strategic planning to transform education through e-learning technology and methodology.

Requires the state board to conduct a national search for a minister of education candidate who possesses expertise in innovation adoption, e-learning in schools, relationship-building, and transformational leadership in large systems.

Authorizes the state board to appropriate up to $4 million for the initial establishment and operation of the office of minister of education if sufficient funds are available.
