Removes the prohibition on party designations from recall election ballots, allowing parties to be listed.

Creates a new reimbursement program for recalled officers who do not resign within 5 days of a recall petition being filed, covering reasonable special election campaign expenses from state, county, or municipal general funds.

Requires officers seeking reimbursement to submit a verified itemized account of campaign expenses to the appropriate governing body within 2 years after the special election.

For state officers, the legislature must approve the expense account before the state treasurer pays it; for other local officers, the appropriate governing body certifies and submits the account for payment.

Applies the reimbursement provisions retroactively to expenses incurred for a recall election held in November 2011.
