Amends section 15-1409 of Arizona Revised Statutes regarding provisional community college districts.

Removes a conditional requirement that county boards of supervisors adopt a levy equal to reimbursement payments and community college services from the prior fiscal year in order to continue reimbursing nonresident student attendance.

Clarifies that provisional community college district governing boards have sole responsibility for determining the encumbrance and approval of expenditures from bond proceeds issued for capital outlay, and cannot delegate this authority.

Applies retroactively to May 16, 2010.
