Amends Arizona Revised Statutes Section 45-432 regarding the groundwater code and subsequent irrigation non-expansion areas.

Authorizes the director to designate areas outside active management areas as subsequent irrigation non-expansion areas if groundwater supply is insufficient for current irrigation rates and an active management area is not necessary.

Requires that irrigation non-expansion areas must be at least as large as a groundwater sub-basin and cannot include only a portion of a sub-basin.

Directs the director to designate the San Simon groundwater sub-basin as a separate entity and divide it from the Bowie groundwater sub-basin.

Requires the director to create and file a map showing the San Simon sub-basin designation and division, to be available for public inspection during regular business hours at the department.
