Allows school district governing boards and charter school governing bodies to postpone implementation of required teacher and principal evaluations until the 2013-2014 school year if approved by majority vote before December 31, 2012.

Districts or charter schools electing to delay must adopt a plan that either includes a timeline for implementation, stakeholder engagement plan, and evaluation instruments being considered, or commits to participating in a pilot evaluation program during 2012-2013.

Directs the Department of Education to develop an evaluation instrument complying with the framework established under Arizona Revised Statutes section 15-203, subsection A, paragraph 38.

Requires the Department of Education to pilot test the evaluation instrument in participating school districts and charter schools during the 2012-2013 school year.

Requires each school district governing board and charter school governing body to consider adopting the Department of Education's pilot evaluation instrument before August 1, 2013.
