Amends Arizona Revised Statutes Section 38-519 to establish a standard of proof for legislative ethics committee investigations using "substantial evidence."

Requires that ethics committees exercise their investigative powers through independent counsel retained by the respective house of the legislature.

Applies to investigations of complaints and charges against members of the legislature regarding violations of codes of ethics, conflict of interest, or financial disclosure requirements.
