Establishes preference for Arizona bidders when two or more identical low bids are received for state contracts, by increasing nonresident bids by 5 percent.

Requires Arizona bidders to perform at least 50 percent of contract labor using Arizona workers who file state tax returns.

Imposes penalties on bidders who fail to meet the 50 percent Arizona labor requirement by reducing contract price by the percentage of labor shortfall.

Defines "Arizona bidder" as one that is authorized to do business in the state, maintains physical presence, has paid all taxes, and uses Arizona workers for at least 50 percent of labor.
