Amends Arizona law governing condominiums (33-1242) and planned communities (33-1803) to impose personal liability on board members for attorney fees when a unit owner or member substantially prevails in court actions over enforcement of community documents.

Board members who voted on record to support court action against a unit owner/member are personally liable to the association for all attorney fees and costs incurred by the association in the action.

If no voting record exists showing which board members supported the court action, all board members are jointly and personally liable for the association's attorney fees and costs.

Maintains existing requirements for written violation notices and allows unit owners/members to respond within ten business days and contest violations through established dispute resolution processes before enforcement actions proceed.
