Declares the Patient Protection and Affordable Care Act (P.L. 111-148) and the Health Care and Education Reconciliation Act of 2010 (P.L. 111-152) invalid, void, and of no effect in Arizona.

Directs the Arizona legislature to adopt and enact measures necessary to prevent enforcement of these federal health care laws within the state.

Makes it a Class 4 felony for federal officials or employees of federal contractors who enforce these acts in violation of this law, and a Class 1 misdemeanor for Arizona state officials or employees who do so.

Creates a private right of action for aggrieved parties to sue anyone who violates the enforcement prohibitions in this statute.

Based the law on Tenth Amendment principles, asserting that federal health care regulation exceeds constitutional authority and infringes on state sovereignty.
