Prohibits principals and lobbyists from giving gifts to state officers and employees, and prohibits state officers and employees from accepting such gifts, with specific exemptions listed.

Prohibits public bodies, designated public lobbyists, and authorized public lobbyists from giving gifts to members or employees of the legislature, with exemptions for gifts to non-public-official employees when accepted on behalf of the public body.

Exempts from gift ban restrictions: family gifts, campaign contributions, informational materials, items returned within 15 days, personal hospitality, awards in public contests, items of nominal value, professional services related to public office, and discounts offered to the general public.

Requires principals and lobbyists to report annually all single expenditures over $20 to state officers and employees, with quarterly reporting required by lobbyists for compensation and designated lobbyists, categorized by type (food, travel, speaking engagement, flowers, other).

Prohibits disguising the identity of gift-givers through intermediaries and prohibits dividing expenditures among multiple parties to avoid reporting requirements.
