Prohibits state agencies and political subdivisions from recognizing unions as bargaining agents for public employees or collectively bargaining with unions.

Declares any employment bargains between public employers and unions regarding wages, benefits, or terms of employment to be illegal, unlawful, void, and against public policy.

Voids any policies, rules, or regulations that incorporate terms from prohibited union employment bargains.

Allows existing non-executory contracts in effect before the bill's effective date to continue, but prohibits renewal of contracts with terms conflicting with this prohibition.

Grants the Arizona Attorney General and any taxpayer standing to enforce the prohibition through court action against state agencies or political subdivisions.
