Prohibits state and local government entities (state, counties, municipalities, school districts, and political subdivisions) from withholding or diverting any portion of employee wages to pay for labor organization dues.

Amends section 23-352 to clarify that wage withholding for union dues is not permitted, while preserving existing exceptions for legally required withholdings and authorized deductions.

Removes the previous allowance in section 38-612 that permitted payroll deductions for dues in recognized associations of state employees, effective elimination of automatic dues deduction systems for state employees.

Maintains existing payroll deduction options for state employees including health benefits, credit union shares, retirement plans, charitable contributions, and court-ordered payments.
