Requires the Arizona Department of Economic Security to drug test all individuals applying for unemployment benefits, with individuals paying for the cost of tests.

Disqualifies applicants who test positive for drugs for 30 days; after 30 days, applicants may reapply following a negative drug test at their own expense.

Establishes a random drug testing program for benefit recipients, requiring monthly drug tests for six months following a positive test; failure to test negative results in loss of monthly benefits and ineligibility to reapply for six months.

Requires the department to provide applicants with written notice of drug testing requirements at application, advise them they may disclose medications before testing, and maintain reasonable dignity during sample collection.

Defines "drug" as controlled substances under Arizona law and directs the department to adopt rules implementing the drug testing program.
