Amends Arizona Revised Statutes section 41-2097 regarding livery vehicles, taxis, and limousines.

Requires owners of licensed livery vehicles, taxis, or limousines to maintain written evidence of criminal background checks for all drivers (employees or lessees) prior to engagement, available for department inspection at all times.

Requires owners to maintain and make available for inspection all vehicle maintenance records for their livery vehicles, taxis, or limousines, updated at least annually.

Specifies that maintenance records must include, at a minimum, information on routine brake and tire inspections performed by a qualified or professional motor vehicle mechanic.
