Creates a new criminal offense prohibiting persons from knowingly jumping or diving from 10 feet or higher off a cliff or rock formation into a lake or stream in public parks, state land areas, or private property without landowner permission.

Violation of the cliff jumping prohibition is classified as a class 2 misdemeanor.

The new statute is codified as Arizona Revised Statutes Section 13-3729 and may be cited as "Richard's Law."
