Amends section 11-409 to remove the requirement that county officer appointments be filed in the county recorder's office, while maintaining the requirement that appointments be in writing.

Repeals section 11-472 entirely.

Removes the filing requirement in the county recorder's office for deputy and employee appointments made by the public defender (11-586), court clerk (12-283), public fiduciary (14-5601), and constables (22-131), while keeping appointments in writing.

Modifies section 12-283 to change the effective date language for court clerk publication requirements from "from and after December 31, 2007" to "beginning December 31, 2007" and makes minor grammatical corrections.

Amends section 47-9528 regarding nonconsensual liens to clarify that such liens "shall not be recorded" unless accompanied by a court order, replacing language stating the lien "is not valid and does not have the force or effect of law."
