Requires persons conducting public events on public institution property to obtain a permit from that institution before proceeding.

Mandates public events be conducted to minimize damage to public property, protect the general public, and minimize disruption of government operations while complying with all applicable federal, state, and local laws.

Requires permit applicants to provide a deposit for damage and cleanup expenses, in an amount determined by the public institution.

Requires permit applicants to provide liability insurance for the event in an amount prescribed by the department of administration's risk management section, naming the public institution as an additional insured.

Defines "public event" broadly to include picketing, protesting, speechmaking, marching, vigils, religious services, press conferences, celebrations, entertainment, exhibitions, parades, fairs, pageants, and any other activity involving communication or expression of views or ideas by one or more persons.
