Amends Arizona Revised Statutes Section 28-1326 regarding blood test analysis for driving under the influence cases.

Authorizes the Director of the Department of Public Safety to adopt rules approving methods for analyzing blood or other bodily substances to determine blood alcohol concentration.

Requires the Director of the Department of Public Safety to issue permits to analysts who demonstrate ability to accurately analyze blood or bodily substances for alcohol concentration.

Allows the Director to revoke analyst permits for demonstrating inability to accurately perform analyses or for failing to follow adopted rules.

Corrects the responsible agency for rule adoption from Department of Health Services to Department of Public Safety.
