AZ SB1505

Amends Arizona Revised Statutes sections 9-832 and 9-838 and adds new sections 9-841, 9-842, 9-843, and 9-844 relating to municipal regulations and rule-making procedures.

Requires municipalities to provide notice and make available the full text of proposed rules or regulations at the municipal clerk's office and website, with at least 30 days for public comment before adoption.

Establishes procedures for public hearings on proposed rules, requiring municipalities to respond to public comments and conduct hearings through designated administrative units.

Requires municipalities to maintain a register on their website containing schedules of hearings, notices of proposed rules with full text and explanations, summaries of governing body actions, and supplemental notices.

Creates a process for persons to file complaints with municipalities regarding ordinances or substantive policy statements that violate regulatory requirements, with appeals available to the governing body and judicial review through declaratory judgment actions in court.

Effective December 31, 2012.
