Prohibits Arizona and all political subdivisions from adopting or implementing the United Nations Rio Declaration on Environment and Development and the Statement of Principles for Sustainable Development adopted in Rio de Janeiro, Brazil in June 1992.

Bars the state and political subdivisions from implementing programs, expending money, membership, receiving funding, contracting services, or providing financial or other aid related to the International Council for Local Environmental Initiatives and affiliated organizations.

Specifically prohibits support for organizations including Countdown 2010, Local Action for Biodiversity, European Center for Nature Conservation, International Union for Conservation of Nature, President's Council on Sustainable Development, and White House Rural Council.

Applies prohibition to the state, counties, cities, towns, public partnerships, and any other public entities in Arizona.
