SB 1510 - State Lottery Reform

• Executive director of the state lottery must have at least five years of experience in management and administration of state lotteries or other legalized statewide gambling, and shall be appointed by the governor in direct consultation with the commission.

• Commission shall meet at least quarterly with the director to discuss actions, set policy, receive reports, and adopt best business practices for the state lottery.

• State lottery shall contract with vendors to provide pooling technology enabling licensed agents and purchasers to buy ownership shares of less than 100% in lottery plays, with pooling available within 90 days on multistate and largest statewide draw games.

• Commission shall issue a request for proposals to private entities to assume lottery operations and award a contract to the most efficient and cost-effective private operator within one year of the amendment's effective date.

• Commission shall report net profit of the state lottery to the governor, speaker of the house, and president of the senate at least every six months beginning February 1, 2013.
