Requires the board of supervisors to notify political party chairmen of the date, time, and place of election management software installation or modification and permit observation by designated party representatives.

Establishes county accuracy certification boards with representatives designated by each recognized political party at least 60 days before special, presidential preference, primary, or general elections.

Authorizes county accuracy certification boards to test central count tabulation machines and other ballot tabulation machines after election completion and sign a certification that machines functioned properly and reported results accurately.

Allows election officials to rotate candidate names on ballots across different precincts or polling locations rather than within individual ballots when rotation within a single precinct is impractical.

Permits provisional ballots to be printed with distinctive precinct or polling location numbers or other identification to prevent acceptance in wrong voting machines, if the markings do not interfere with ballot tabulation.
