• Allows toll operators to access motor vehicle records from the Department of Transportation for toll enforcement purposes without charge and requires toll operators to report satisfaction of toll liabilities to the department.

• Exempts user charges, tolls, fares and similar charges established under public-private partnership agreements from the state's administrative rulemaking requirements.
