Amends Arizona Revised Statutes section 28-8521 regarding joint powers airport authorities established in connection with the closure of military facilities after 1990.

Requires the chairperson of the airport authority board of directors to annually present a report of airport authority activities to the House Transportation Committee and the Senate Natural Resources and Transportation Committee (changed from Ways and Means and Finance committees respectively).

Maintains existing requirements for joint powers agreements between cities, towns, Indian tribes, or counties, including specification of property ownership, board appointments, voting methods, budget adoption, termination procedures, and membership changes.
