Amends Arizona Revised Statutes section 3-587 regarding the Arizona Grain Research and Promotion Council.

Requires council budget approval by a majority of council members before each marketing year begins.

Council may assess a fee up to five cents per hundred weight of grain sold through commercial channels, with first purchasers responsible for collection and remittance.

Requires the council to prepare an annual report on programs and activities and submit it to the governor.

Directs the department to post the council's annual report on the department's website for public access.
