SB 1523 Summary

• Appropriates billions in state funding for fiscal years 2011-2012, 2012-2013, and 2013-2014 across state agencies, universities, schools, health care, corrections, and other departments.

• Includes $200 million appropriation to budget stabilization fund in FY 2012-2013 and defers $952.6 million in school district state aid and $200 million in university funding to FY 2013-2014.

• Authorizes $35 million deferral in Department of Economic Security payments for services in May-June 2013, paid in FY 2013-2014, with exemptions for child care and developmental disability providers.

• Transfers approximately $40.8 million from various special funds (special employee health insurance trust, emissions inspection, judicial funds, and others) to state general fund in FY 2012-2013 and FY 2013-2014.

• Institutes one-time $25 million employee health insurance premium holiday and authorizes one-time retention payments equal to 5% of annual salary for covered state employees during FY 2012-2013.
