• Amends reimbursement procedures for Arizona Health Care Cost Containment System (AHCCCS) and Department of Health Services to deposit reconciliation payments and penalties from contractors in the state general fund rather than crediting them against future payments.

• Eliminates the $40 fee for second newborn screening specimens and hearing tests, retaining only the $30 fee for initial screening.

• Modifies ambulance service reimbursement by removing AHCCCS payment provisions from section 36-2239 and redirecting reimbursement authority to chapter 29, article 1 of the Arizona Revised Statutes.

• Expands breast and cervical cancer treatment eligibility to include persons with income at or below 250% of federal poverty guidelines and requires screening through recognized well woman healthcheck program providers.

• Establishes county contribution requirements for fiscal year 2012-2013 for Arizona long-term care system, competency restoration treatment, and acute care; authorizes state treasurer to withhold amounts from county tax distributions for non-payment.
