• Urges United States Congress to adopt measures and policies contained in the Save Arizona's Forest Environment (SAFE) Plan to address catastrophic wildfires affecting Arizona's forest lands.

• Requests a temporary emergency suspension of National Environment Policy Act (NEPA) study requirements for forest thinning and timber and forage management activities on Arizona's forest lands threatened by or impacted by catastrophic wildfires.

• References over 850,000 acres of Arizona wildlife habitat, watersheds, timber, livestock forage, and private property devastated by catastrophic wildfires, along with resulting water and air pollution damaging human health and endangered species.

• Directs the Arizona Secretary of State to transmit a copy of the memorial to the U.S. President, President of the Senate, Speaker of the House, and all Arizona Members of Congress.
