Urges the United States Congress to introduce and enact the Development, Relief and Education for Alien Minors (DREAM) Act into law.

Describes the case of the "Wilson Four" (Oscar Corona, Jaime Damian, Yuliana Huicochea, and Luis Nava), high school students who were detained at the U.S.-Canadian border in 2002 after being illegally brought to the United States as children.

Notes that an estimated 65,000 undocumented students graduate from American high schools annually and can face deportation despite having lived in the United States for years.

States the DREAM Act would allow undocumented high school graduates who were brought to the United States as minors and lived here for at least five years to apply for legal status.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President of the United States Senate, the Speaker of the House, and all Arizona members of Congress.
