Urges the City of Tucson and Pima County to work in good faith with the reconstituted Rio Nuevo Multipurpose Facilities District Board to resolve disputes over assets and accountability for more than $250 million in state funds expended since 1999.

Commends the new District Board appointed by the Arizona Legislature and Governor in 2010 for conducting forensic audits, exercising financial controls, and seeking independence from City management.

Criticizes the City of Tucson's pre-2010 administration of the District for inappropriately diverting funds to general municipal obligations like street infrastructure rather than stadium district purposes.

Requests the Arizona Attorney General and Federal Bureau of Investigation continue investigations into potential civil and criminal violations related to the District's management.

Directs the Secretary of State to transmit copies to City and County officials, the Attorney General, FBI, Department of Justice, and Arizona's Congressional delegation.
