Proposes a constitutional amendment allowing the legislature to establish a process for exchanging state trust lands granted by the enabling act for public lands in Arizona.

Limits land exchanges to two purposes: preserving and protecting military facilities from encroaching development, or improving management of state lands for sale, lease, or conversion to public use.

Requires at least two independent appraisals showing exchanged lands have equal or greater value, and two independent analyses documenting income impacts to the trust and fiscal impacts on affected counties, cities, towns, and school districts.

Mandates public notice with full transaction details, ownership information, and appraised values, followed by public hearings at the state capital and a location near the exchanged lands, with at least six weeks' notice before hearings.

Requires voter approval through referendum at the next regular general election by majority vote of qualified electors before any land exchange can occur.
