Proposes an amendment to Article IV, Part 2, Section 23 of the Arizona Constitution regarding public officers' use of transportation passes.

Clarifies that public officers cannot accept or use passes or purchase transportation except as available to the general public.

Removes outdated language referring specifically to "railroad or other corporation" and replaces with generic transportation language.

Maintains existing exception for Arizona National Guard members traveling under orders.

Requires the Secretary of State to submit the amendment to voters at the next general election.
