Acknowledges that NGS and the Kayenta coal mine provide significant employment and generate approximately $92 million annually in wages, benefits, royalties, business transactions, and scholarships for Navajo and Hopi tribal members.

Expresses concern that stringent EPA emissions controls under the Clean Air Act could force closure of NGS, resulting in job losses and economic harm to tribal communities.

Advocates for consideration of the Navajo Green Economy Commission as a mechanism to transition to cleaner, more sustainable energy resources through federal and state funding for green economy development.

Urges the EPA to consider visibility improvement, public health, and the economic well-being of the Navajo Nation and Hopi Tribe when determining emissions control standards for NGS.
