Proposes amending Arizona Constitution Article IV, Part 2, Section 8 to require legislative rules of procedure comply with public attendance, notice, and agenda requirements applied to other public bodies.

Proposes amending Arizona Constitution Article IV, Part 2, Section 9 to require all political party caucus meetings containing a majority of house members be open to the public, except for organizational meetings and authorized executive sessions.

Allows caucuses to establish procedures for convening authorized executive sessions as prescribed by law.

Requires submission of the proposed amendments to Arizona voters at the next general election for approval.
