Amends Arizona Revised Statutes section 15-1803 to allow individuals without lawful immigration status to qualify for in-state tuition if they entered the state as minors and meet other in-state residency requirements.

Repeals section 15-1825 of Arizona Revised Statutes, which previously prohibited non-citizens and those without lawful immigration status from receiving in-state student classification.

Grants individuals classified as in-state students under this measure the same rights and benefits as other in-state students, including eligibility for financial aid and scholarships.

Requires the Arizona Board of Regents and community college district governing boards to adopt rules and policies to implement the measure.

Requires submission of the measure to Arizona voters at the next general election for approval.
