Proposes amendment to Article IX, Section 23 of Arizona Constitution requiring initiative or referendum measures that mandate state expenditures to identify increased revenue sources sufficient to cover all immediate and future costs.

Prohibits proposed revenue sources from being derived from the state general fund or reducing general fund revenues.

Authorizes the legislature to reduce mandated expenditures to match actual funding if identified revenue sources fail to provide sufficient amounts in any fiscal year.

Clarifies that if an initiative or referendum fails to identify sufficient revenue sources outside the general fund, the expenditure remains subject to legislative appropriation.

Directs the Secretary of State to submit the proposition to voters at the next general election.
