Changes Arizona's presidential preference election date from the fourth Tuesday in February to the same date as Iowa's presidential caucuses.

Requires the Secretary of State to determine and announce Iowa's caucus date at least 90 days in advance, or if announced with less notice, the Arizona election shall be held on the first Tuesday at least 90 days after the announcement.

Changes the governor's authority from discretionary ("may") to mandatory ("shall") to issue a proclamation moving the election earlier if Iowa is no longer the earliest state presidential primary.

Requires the governor to issue any election date proclamation at least 90 days before the election and transmit it to county boards of supervisors.

Maintains all other provisions governing presidential preference elections, including candidate qualification, ballot conduct, and election offense penalties.
