Amends Arizona Revised Statutes Section 8-162 regarding the nonrecurring adoption expense program administered by the department.

Clarifies that the department must approve and sign an agreement for nonrecurring adoption expenses before the final decree of adoption is entered, except in specified circumstances.

Allows post-finalization reimbursement only for adoptions finalized between January 1, 1987 and September 27, 1990, or for adoptions finalized before January 1, 1987 where expenses were paid after January 1, 1987.

Requires applicants seeking reimbursement for adoptions finalized between January 1, 1987 and September 27, 1990 to file applications by December 14, 1990.
