Amends Arizona Revised Statutes § 28-3153 to require proof of authorized presence in the United States before issuing or renewing a driver license or nonoperating identification license.

Establishes that a federally issued employment authorization document satisfies the proof requirement for authorized presence under federal law.

Prohibits the department from accepting a driver license issued by another state as primary identification if that state does not require applicants to be lawfully present in the United States.

Directs the department director to adopt rules establishing verification procedures for confirming applicant's authorized presence in the United States.

Allows issuance of temporary driver permits pending verification of applicant's immigration status.
