Changes "film strips" to "filmstrips" for grammatical consistency in describing rental items the department may charge fees for.

Modifies language in the fee restrictions section by replacing a comma with "or" before "school district" to clarify that fees shall not be charged to counties, cities, towns, schools, or school districts.

Maintains existing provisions that fees cannot exceed the department's cost of rendering services and that all fees must be deposited monthly in the state general fund.
