HB 2045 Summary

• Creates new section 32-3216 requiring health care providers to publicly disclose direct pay prices for at least 25 most commonly provided services, updated annually, with exemptions for emergency services and certain facility types.

• Creates new section 36-437 requiring health care facilities with more than 50 inpatient beds to disclose direct pay prices for 50 most used diagnosis-related group codes and 50 most used outpatient service codes; facilities with 50 or fewer beds must disclose 35 of each.

• Prohibits government agencies from approving, disapproving, or limiting direct pay prices; prevents health care systems from punishing patients or providers for direct payment arrangements.

• Amends section 36-2903.01 to authorize AHCCCS to adopt diagnosis-related group based hospital reimbursement methodology for inpatient services effective October 1, 2014, requiring legislative approval for future methodology changes.

• Sections 32-3216 and 36-437 expire December 31, 2021; take effect December 31, 2013.
