Amends Arizona Revised Statutes section 15-202 regarding the State Board of Education's meetings and operations.

Maintains requirement that the State Board of Education hold four regular meetings annually and allows special meetings at the call of the presiding officer.

Requires concurrence of a majority of all board members to validate any act of the board.

Members receive travel expenses and subsistence reimbursement as provided under title 38, chapter 4, article 2, paid from the board's appropriation in the general appropriation bill.

Board members are immune from personal liability for acts done in good faith within the scope of their authority during duly constituted regular and special meetings with approval of a majority of all board members.
