Amends Arizona Revised Statutes Section 15-132 regarding certification of exchange teachers and professors.

State board of education shall issue temporary certificates to exchange teachers and professors from foreign countries and other states whose training and background meet board certification rules and are equivalent to the local teacher or professor with whom the exchange is made.

Changes language from "promulgated" to "adopted" when referring to board rules for certification.

Clarifies that temporary certificates apply to exchange of both teachers and professors.
