Amends Arizona Revised Statutes Section 15-321 regarding organizational powers of school district governing boards.

Authorizes governing boards to vote by two-thirds majority to censure a board member for noncompliance with approved board policy, violation of conflict of interest and open meeting laws, or excessive absences as defined by board policies.

Specifies that a two-thirds censure vote constitutes only a public rebuke and does not authorize any additional action against the board member.

Maintains existing provisions regarding board meetings, quorum requirements, election of officers, and authorization to sign orders between meetings with prior board resolution and subsequent ratification.
