Amends Arizona statutes relating to prisoner work programs, community restitution work, and home detention for DUI offenders in both municipal and county courts.

Allows courts to order credit toward fine payments for persons participating in community restitution work programs, with credit amounts to be determined by the court based on the person's ability to pay.

Adds new section 13-814 establishing that community restitution work program credits may be applied to any court-ordered fine but explicitly excludes victim restitution from this provision.

Modifies section 28-1389 to clarify that while fines cannot be waived, courts may apply community restitution credits toward fine payments in municipal and county home detention programs for DUI convictions.

Restructures and reorganizes existing provisions in sections 9-499.07 and 11-251.15 to clarify eligibility requirements, monitoring procedures, and program termination authority for home detention and continuous alcohol monitoring programs.
