Prohibits persons convicted of animal cruelty offenses under A.R.S. § 13-2910 (paragraphs 1-4, 9), § 13-2910.01, or § 13-2910.03, or a second or subsequent violation of § 13-2910.09, from adopting, fostering, owning, or having custody of any animal in their household.

Requires prohibited persons to transfer all animals in their care to another person outside their household or to an animal welfare/rescue organization within 90 days of conviction.

Allows restoration of animal ownership rights after at least two years following conviction, with judicial approval on showing of good cause, unless the person was convicted of a second or subsequent violation of certain animal cruelty offenses.

Exempts agricultural operations and commercial equine training from the animal ownership prohibition.

Violation of the prohibition is a class 1 misdemeanor.
