Transfers authority to fill school board vacancies from county school superintendents to the school district governing boards themselves, requiring boards to appoint members within 30 days by majority vote at a regular or special meeting.

Removes the county school superintendent's previous power to appoint board members to fill vacancies or call special elections, eliminating the requirement that governing boards submit candidate lists for superintendent consideration.

Specifies that appointed members serve the remainder of the unexpired portion of the former member's term.

Makes conforming amendments to election law references (sections 15-422 and 15-424) to reflect the shift in vacancy-filling authority from section 15-302 to section 15-421.
