Amends Arizona Revised Statutes Section 23-236 relating to youth employment and cease and desist orders.

Clarifies the language in cease and desist orders to state that alleged violators are entitled to a hearing if requested in writing within 20 days of the order's issuance.

Maintains the authority of the commission to issue cease and desist orders when it has reasonable cause to believe a person is violating provisions of the youth employment article or related rules and regulations.

Keeps the civil penalty provision at not more than $1,000 against the person named in the cease and desist order, with penalties payable to the general fund.
